Why can't the federal government learn to respect Montana's gun laws like everybody else?

The Montana State Legislature passed and Governor Brian Schweitzer (a Democrat and the most popular governor in the country) signed HB246. HB246 declares that guns and ammunition manufactured in Montana which remain in Montana are not subject to federal gun laws (as the federal government does not have the power to regulate intrastate commerce).
Yet, the notorious jackbooted thugs at the Bureau of Alcohol, Tobacco, Firearms, and Explosives (BATFE) (who famously burned down the Branch Davidian Church in Waco, TX, murdering nearly 100 people in 1993, the bloodiest massacre in the history of this country) have informed Montana gun dealers that they will not respect the new law. Apparently, the thugs in DC are willing to blatantly ignore their own Constitution (especially the 2nd, 9th, and 10th Amendments) and ignore a law passed by the elected representatives of the people of Montana.
Why can’t the federal government just follow its own Constitution? Does anybody else suspect that this is going to end in yet another BATFE high crime?
